General Administration of Customs Announcement: Implementation of Export License Management for Certain Steel Products
In December 2025, the General Administration of Customs of China announced the implementation of export license management for certain steel products.
Specifically: Foreign trade operators exporting the aforementioned goods shall apply for an export license with the export contract of the goods and a certificate of product quality inspection issued by the manufacturer. The competent commercial authorities shall issue the export license according to their respective responsibilities. For enterprises supervised by the State-owned Assets Supervision and Administration Commission of the State Council in Beijing, the export license shall be issued by the Licensing Bureau of the Ministry of Commerce. For other enterprises, the export license shall be issued by the provincial-level local commercial authorities or the commercial authorities of sub-provincial cities where the enterprise is located. Other matters not covered shall be handled in accordance with Announcement No. 65 of 2024 by the Ministry of Commerce and the General Administration of Customs.
